RHC’s Host Family Services has enjoyed over 20 years of successfully supporting individuals with developmental disabilities across Hamilton and Butler Counties. We are inspired by the committed relationships our many wonderful foster families have with the individuals we serve.
RHC’s Host Family Services (HFS) Program provides children, adolescents and adults with homes and support services from host families when it becomes impossible for them to live with their biological families. HFS host family providers are knowledgeable, skilled and supportive people -- the very type of individuals who can be trusted to care for a family member.
All host/foster family providers have the following safeguards completed:
- Criminal or FBI (for Ohio residents five years or less) background checks;
- Developmental Disabilities Abuser Registries check;
- National Nurses Registries check;
- Jobs and Families Services Instant Notification check;
- Driving and financial records; and
- Drug screening.
The Program Director conducts a thorough home study assessment to ensure health and safety, and surveys the host families' ethical and moral foundation prior to certifying them as Providers. These safeguards are completed within their home for long-term or short-term support (planned respite and emergency respite). Host families receive ongoing support from the program’s case management team and receive regular home visits, ongoing training and assistance. RHC’s case managers are supervised by a licensed social worker to ensure the highest quality services and support is given to all individuals being supported by RHC.
Each individual living in HFS homes has his/her own bedroom and is treated as a family member. HFS providers are not permitted to support more than three individuals at any one time. Exceptions have been made for sibling groups.
Eligibility
When individuals choose long term support from RHC they defer their Social Security payments (or other income) to RHC. Providers are compensated by RHC for room, board, and certain supplies with a contracted “cost-to-live” sum. All other expenses are paid by the provider or RHC, with the provider receiving a per diem from RHC. RHC receives payment for services from Medicaid waivers and contract payments from County DD Boards, County JFS Boards and Hamilton Choices.
The Host Family homes are operated under Ohio Department of Developmental Disabilities administrative rule guidelines for adults living in foster care plus certain license rules adopted by RHC.
Quality is monitored by RHC, the Hamilton County Developmental Disabilities Services (HCDDS), Butler County Developmental Disabilities Services (BCDDS), Ohio Department of Developmental Disabilities (ODODD), Hamilton County Department of Job and Family Services (HCDJFS), and/or Hamilton Choices.
PLANNED RESPITE
Families can arrange with RHC staff for planned respite for individuals at foster/host family homes. This type of single time or regular service is needed for many reasons including a caregiver's impending surgery and recovery, or simply because a full-time caregiver is in need of a regular break from their daily responsibilities of support.
EMERGENCY RESPITE
Emergency respite is available when an individual needs a home and support in any emergency situation (for example, a family member’s/caregiver's death or illness). Often, those individuals receiving emergency respite services in a foster/host family’s home request a long-term support arrangement with this emergency service provider or in another RHC community living arrangement.
